Neil is a partner at HORNE Federal, where he leads business strategy development, execution and operations for the firm. He also serves on HORNE’s Board of Directors. Prior to being named managing partner in 2021, Neil led HORNE’s government services team in helping state governments manage large-scale, federally funded natural disaster and pandemic-related recovery programs.
Neil joined the firm in 2008 with management and consulting experience overseeing campaign and political operations for both state and federal elections. Neil served eight years in the United States Army serving in Korea, the 82nd Airborne Division and the Virginia Army National Guard. He also spent three years with the Chesapeake Sheriff’s Office in Virginia.
In 2021, Neil worked with the partners to set a new vision for the firm and establish a new common purpose. The new vision and common purpose reflect who we are now and who we want to be. HORNE’s newly adopted common purpose “we deliver with care” is our commitment to our clients and each other. We believe by holding true to our common purpose, we can achieve our goal and vision “to be the most loved professional services brand.”
He holds a Bachelor of Arts degree in English Literature from Virginia Wesleyan College.
