Environmental Impact Assessments

Our experts conduct Environmental Impact Assessments for clients to evaluate new developments’ economic, environmental, and social impact, identify the adverse effects, and implement solutions. Our anticipatory and swift approach during planning enables clients to implement quick, cost-effective mitigation solutions. 

Mitigation Program Requirements

HORNE Federal’s experience in environmental mitigation allows our team to quickly identify mitigation needs and outline site-specific mitigation measures to maintain compliance and minimize adverse impacts. Our services help the federal government understand environmental risks and mobilize resources to mitigate them. 

Green Building Standards

HORNE Federal oversees the compliance of green building standards and green initiatives on federal programs while meeting industry-recognized standards that have achieved certification under at least one of the following programs: ENERGY STAR®, Enterprise Green Communities, LEED, ICC–700 National Green Building Standard, or EPA Indoor Air Plus (ENERGY STAR® a prerequisite).

ENVIRONMENTAL JUSTICE

This principle recognizes the disproportionate burden of environmental hazards and pollution often borne by vulnerable populations. Through our work, we endeavor to advance the creation of sustainable, inclusive communities where everyone benefits from and contributes to a balanced and harmonious relationship with the environment. 

HISTORIC PRESERVATION

At HORNE Federal, our historic preservation team is a vital part of the disaster recovery process. When catastrophe strikes a community, it is essential to preserve, if possible, the buildings, sites, structures, etc., that make an area unique and are part of its identity. 

Our team includes former staff reviewers for the State Historic Preservation Office (SHPO). Their perspectives and experiences allow us to anticipate concerns while keeping the historical integrity of the community. Our HORNE Federal team members meet and exceed the Secretary of Interior Standards for Architectural History and Archaeology. 

ARCHITECTURAL HISTORY

Our team’s professional experience includes FEMA Environmental Historic Preservation specialists, private-sector project managers, and staff architectural historians. Our architectural historians review above-ground resources to comply with federal programs. The team prepares required documentation for SHPO consultation, confirms compliance, and coordinates additional consultation for historic properties when necessary. 

ARCHAEOLOGY

The team features staff who specialize in historic and prehistoric archaeology. Our archaeologists complete Section 106 reviews for below-ground resources, prepare required mapping and documentation, and coordinate archaeological monitoring services when recommended or required.

SPECIALIZED DISASTER RECOVERY EXPERTISE

HORNE Federal’s team of architectural historians and archaeologists complies with the National Historic Preservation Act across multiple Community Development Block Grants Disaster Recovery programs. The team collaborates with SHPO, community groups, homeowners, contractors, and other stakeholders for proper assessment and treatment of every case in the disaster relief programs. Historic preservation team members specialize in identifying, surveying, researching, and evaluating above- and below-ground resources.
