Samir El Hage is a partner at HORNE Federal where he is responsible for the program management of CDBG-DR Puerto Rico implementation for disaster recovery projects. He works directly with state and local governments to develop policies and procedures that ensure compliance with federal regulations.
Samir joined the firm in 2019 with extensive experience in disaster recovery on the federal, state, and local levels. His experience includes project oversight, policy and procedure development, and Community Development Block Grant compliance. He was previously responsible for the full and oversight management of the Sheltering and Temporary Essential Power Program for the Puerto Rico Department of Housing and implementation of the Program Tu Hogar Renace, as part of the disaster recovery efforts from Hurricanes Irma and MarÃa. In addition to his large federal funding program experience, Samir is a professional electrical engineer with 15+ years of construction industry experience.
Samir earned a Bachelor of Science in Electric Engineering from the University of Puerto Rico-Mayagüez as well as a Master of Science in Construction Management from Polytechnic University of Puerto Rico.
